No, they are not the same. One is a health insurance exchange and the other administrates MediCal benefits for the state of CA.

Covered California is a state-based, state-wide health insurance exchange that helps individuals compare health insurance plans and choose the plan that works best for their health needs and budget.   

Partnership HealthPlan of California (PHC) is a non-profit community based health care organization that contracts with the State to administer Medi-Cal benefits through local care providers. They currently provide services to 14 Northern California counties.
