Insurance is required in 2020 for California residents

In 2020 it's required to have qualified health insurance otherwise you'll face penalty of 2.5% of gross income capped by average bronze plan in state. 

Recently I bought an insurance plan through directly Anthem, called - Anthem Minimum Coverage D HMO ( Catastrophic Plan ). 

Do you know, if this type of plan is meet "qualified health insurance"?

I was looking on IRS website it says that all plans purchased through marketplace or insurer is qualified. Is this the same rule on state level?

I checked on the California Franchise Tax Board Health Insurance webpage here, and it says to contact your plan provider to verify if their specific plan meets the minimum essential coverage (MEC) requirements.
