Indiana Earned Income Credit

I qualified for the Federal Earned Income Credit, and also only made 28931 with three dependents (all children with no income). The software is stating I do not qualify for my Indiana Earned Income Credit. Why?

Indiana Earned Income Credit

While 3 kids can qualify for Federal EIC, Indiana only permits 2.
