I moved from NYC to Florida in October 2022. I permanently resided in Florida for all of 2023, such is to say, I did not earn any income in NYS/NYC, whether working or living, in 2023. However, my company's HR department never updated my mailing/tax address, and I was unknowingly taxed in both NYS and NYC from 1/1/23-October 2023. I should now be owed thousands from NYS/NYC since I was not a resident of NY and did not earn any income from/in NY in 2023. How do I go about this? Claim $0 income with NYS and prepare documents to prove full time Florida residency?

Yes, you will claim zero income in New York State (NYS) and New York City (NYC) on your tax return. Make sure to include all of your tax withholding from your W-2 so that you are given credit and receive a refund. When filing electronically, sometimes, not always, the nonresident state will accept it without you having to mail it.
You may need to mail the tax return to receive the refund and if it does get accepted electronically. Be prepared with your reason and letter should they request it. You are not required to report any income to NYS/NYC if you did not work or live there.
