In 2016 I moved/work from NC but my Employer/state income tax is deducted for Georgia. I forgot to change my withholdings to NC. How can I avoid the double tax?

I've paid taxes to GA during 2016 and now I owe taxes to NC based on my move here.  Can I exempt the NC taxes owed or get all my GA taxes back considering I don't live in GA?  Can my GA based Employer take taxes out of NC instead of GA?

You will have to file part-year returns for both NC and GA for 2016.  Since you did you did not have NC taxes withheld, you will most certainly owe on that return.  However, you may be getting a refund from GA.

Both NC and GA will tax you on the income that was earned while a resident of that state.  You should not be double-taxed.

Prepare the GA return first.  You will be asked to allocate your income between GA and NC for the time you were a resident of each state.

Contact your payroll office to make sure that NC taxes are withheld from your paycheck so next year you only have to file a NC return.

In my case I moved to NC on 1/1/2016, so GA State tax were being withheld from my paycheck.  Upon completing my initial tax return, of the ~$1,500 in taxes withheld, only ~$1,300 are being refunded.  Not sure why it isn't 100%
