It depends. Every Ohio resident is subject to the Ohio income tax and the requirements to file an Ohio resident return are not dependent upon whether you owe taxes on your federal tax return.

It's literally a 1099 NEC from Doordash. It says "state tax withheld $0.00" would this still qualify? Would hate to have to pay extra money if I don't have to just to report $0
State taxes withheld on Form 1099-NEC and whether you are required to file an Ohio return are two different issues. Just because you did not have state taxes withheld and reported on the Form 1099-NEC, that is not enough information to know whether you need to file an Ohio return.
The income reported on the Form 1099-NEC and entered on your Schedule C for self-employment as part of your Federal tax return will be added to all of your other income. When you go through your tax return using TurboTax, your Federal income is transferred to the state return. If you are not required to file a state return based on the state filing requirements, TurboTax will inform you that it is not required.
You need to complete your Federal return first, including the Schedule C for your self-employment income. Then, it can be determined if you are required to file an Ohio state tax return.
Be aware that reporting income on Form 1099-NEC, you must be using TurboTax Deluxe Online or higher, or one of the CD/downloaded versions of TurboTax. The free edition does not support Schedule C which is required for Form 1099-NEC and self-employment.
