If I was a part-year resident of Ohio, do I have to file local RITA taxes in Ohio?

I lived in Ohio and moved to Illinois in May, do I still need to file local taxes with RITA in Ohio?

Yes, you will have to file the RITA Municipality taxes for the time you were a resident of a taxing jurisdiction.

Follow up: If I did not make any income in Ohio, I just made income in Illinois, do I still need to file local RITA taxes in Ohio?

No, if you did not earn any money while you lived in an Ohio jurisdiction with a municipality tax, you do not have to file the local tax.
