If I do not owe California Taxes and will not be refunded anything, do I need to file my California Taxes??

If I am a CA resident and do not owe any CA taxes, do I need to file my CA taxes if I am not getting a return??

It depends. If you filed a Federal tax return and reported income above a certain level, you must file a California resident state tax return, even if you expect no refund.
