If I didn’t live in Wisconsin on 12/31/2024, why can’t I move past selecting a county of residence on that date?

Revisit the residency question just prior to the one asking what county you lived in on December 31, 2024. That previous page will indicate that you lived in more than one state during the year. Then you can indicate when you lived in Wisconsin and can skip the question about what county you lived in on December 31, 2024.
