My state forms are only showing as "started" and there is no option to complete them (CO, NY, MA, CT) ... can these not be completed yet?

Not all forms have been finalized yet and therefore it will tell you that they are started. Please see the following TurboTax FAQ for the State Forms Availability Table to see when your state's forms will be available. You can also click on Review on the left-hand side of your TurboTax Online screen and your forms and dates available will be displayed. Along with a link that will allow you to get email notifications and updates on your forms availability. Once your forms are available and your Federal tax return has been e-filed and accepted then you can e-file your state returns.

This doesn't answer my question. CO and NY all have all online forms ready but Turbo isn't allowing me to move forward on these returns. Additionally, CT should be ready to go as well as the only unavailable form regards alternative minimum tax which doesn't apply to me in 2017. So, I'm trying to figure out ... who can help me get these returns moving forward? If I can't figure it out I'm happy to back out of Turbotax and find another provider ...

If all of your State forms are available then in order to e-file your state(s) returns, you have to e-file your federal tax return and it needs to be accepted.

This is getting to be silly, the system wouldn't allow me to e-file my Federal return (even though it was a simple EZ) ... and so now as a result I can't file my state returns even though the states are a green light??

That's correct. Although state returns can be e-filed with your federal return (or after your federal return has already been accepted), it's no longer possible to e-file state returns before the federal.
