I live in RI and worked in both RI and CT. On my CT W2 boxes 17-20 are blank but box 15 and 16 are filled. Also i made less than 10,000$ is this right?

Yes, because this just means you worked in CT but there was no state wages reported. According to this CT website, you don't have a reporting requirement for CT unless your income rises above $12000.
