I live in Kentucky and work in Ohio, however I still owe Kentucky taxes when I thought they were reciprocal.

Reciprocal means you don't pay any tax to Ohio*.  You  still have to pay KY tax on ALL your income, including the income earned in Ohio.

 

Ohio has a reciprocal agreement, on wages, with all neighboring states. No Ohio state taxes are withheld or due and you do not need to file an OH return. But your home state will tax you on your Ohio income.

If Ohio taxes are mistakenly withheld, you have to file an Ohio return to get a refund. KY will not give you a credit on taxes mistakenly withheld for OH. You should ask your employer to stop withholding so you don't have to file an Ohio return every year.

 

*However the reciprocity agreement does not apply to local city taxes. You are not required to file a local city return, but you are also not entitled to a refund of the city withholding (box19 on your W-2), unless there was an error in the amount. If you are subject to a KY county or city tax, you should check to see if the KY city will give you a credit for the OH city tax withheld. KY does allow an itemized deduction (Schedule A) for local tax paid.

Same situation for me, but what about working from home during Covid, can I request a refund of my Cincinnati City taxes paid for the time I worked at home in KY? Also, would i need to file a return in my city to pay a locality tax there?

No. Under Ohio House Bill 197, during the Covid-19 Health Emergency employers were expected to withhold Cincinnati tax for employees working from home rather than their normal work location within Cincinnati, regardless of the location of their home. Therefore, there is no refund opportunity when filing a tax return for 2020 if you are working at home due to Covid-19.

 

In addition, you would file a resident Kentucky return as normal.
