I have no plans to return back to my mom's address in MN even though my driver's license, car insurance, plates etc. are still under her address. All my income was earned and taxed in WI and I spent all year here. When I file in WI vs. MN I receive a return, but if I file MN I owe? How does this make sense? Should I consider myself a WI resident now and NOT file MN?

If your domicile has been in Wisconsin for all of 2017, and assuming you did not work in MN during 2017, you would file only a Wisconsin return, as a full-time WI resident.
