I have gambling income from NJ in 2019 but moved to NY. I am filing in both states as part-year resident. Can I receive a credit from NY state for the state taxes I pay on the gambling income in NJ, or the credit does not apply to this situation??

No, the credit does not apply. It only applies if you are being taxed on the same income by both states. It should only be taxable to NJ since you were a resident at the time.
