Yes, you can enter such a credit in TurboTax.

Schedule OC (Other Credits) has 19 credits explicitly listed as well as a 20th line for even more "other".

When you enter the Pennsylvania interview in TurboTax, you will proceed through the interview, answering question along the way. After the income items have largely been disposed of, you will come to a screen with the heading "Any Other Business Credits?"
