I am unemployed,  How do I E-file my PA state tax when a Schedule UE PA-40 is required

PA Schedule UC is a form to report 'Employee Business Expenses' which almost no one has any more.  Are you sure you need to file this form?

If you're self-employed, report your expenses on Schedule C in your Federal return, to flow into your PA return.
