I am not understanding what you mean by an older compliance year.
The Massachusetts credit for failed cesspool or septic systems can be carried forward for three years following the year in which the credit was initially claimed. The aggregate maximum amount of the Title 5 credit that may be claimed by the owner for a property is $6000.
If your loan is for a longer payment period, you cannot claim a credit after the third year.

We did not have a failed septic system. We were forced through betterment to hook up to municipal system to meet Title 5 requirements which we are paying the town over a 30 year loan. Needless to say, Turbo Tax would not accept the initial compliance date. The strange part is I deleted the SC form, did not take any credit, forms were adjusted accordingly and today when I opened TurboTax, it reverted to the older tax return with the SC form showing the credit even though we didn't take it.
