I am Active Duty military with a home of record of CA. I moved from CA to DC. I also own a rental property in CA. How do I allocate my taxable CA income?

My home of record is CA. I lived in CA for 8 months before moving to DC on PCS orders. 

Also, I had my rental property in CA for the entire year. Is this considered a CA source of income? Do I allocate the rental income for the whole year to CA for tax purposes or will a portion of it be tax free like my military wages?

Yes, income from rental property In California considered California source of income, and you will be taxed as a resident. Only your military pay is not considered California source income when a servicemember is permanently stationed outside of California.
