How to efile state tax using $10 credit

Hello,

I bought a Deluxe Federal & State version of TurboTax and am supposed to have a $10 credit. I used to see the $10 on the upper left hand, but I don't see the credit anymore. Does Turbotax automatically apply the credit when I file for my state tax?

Since efiling for the state tax is $25, I have to pay for the extra $15, correct? How does this work? Is there a video for it?
