How do I just file state already did federal on different site

I just need to file state taxes on turbo tax.

You cannot use TTax to file only your state taxes. TTax derives the necessary state information from the Federal return, without a Federal return there is nothing to derive the state information from. Also, to aid in enhanced security, most states now expect TTax to have also prepared/filed a Federal return.
