high impact business dividend subtraction

How do I enter dividends from high impact businesses in Illinois to subtract from my income.  I can find no place to enter this information.  I have entered this manually (not using Turbotax) in the past on Schedules M and 1299-C, but not clear how I get to this in Turbotax

Online:

1. Go through until you reach the screen Take a look at Illinois credits and taxes
2. Select the drop down arrow
3. Select "River Edge" or whichever you have, start
4. Enter the information

Desktop:

1. Switch to Forms mode
2. Open form 1299
3. Enter the information under "River Edge" or whichever you have
4. There are no overrides so this does not affect your accuracy guarantee
