Form 05-102 Cannot File

I've tried multiple times, but continue to get a message that the form is not complete.  To go into Tools and select the form to delete it.  But even then it continues to come back with bold letters in the tax payer name and mailing address:  "PLEASE DO NOT FILE, DO NOT PRINT, SEE TAX HELP".  What is this error telling me and how do I correct it?
