"finish state tax" loop

I have entered all data into my return, including filling out all steps in the state return.  Then I hit review, and I get a message telling me we need more data for the state return to finish, and am taken to the state return beginning.  I go through it, and, of course, end up back in the same place.  It never tells me what I am missing (if anything is missing).  How can I best break out?

Are you paying for the Turbo Tax fees out of pocket, or are you selecting to have the fees deducted from your refund?
