I filed the Federal form first and it was accepted. I did not file the state at the same time because it needed further review. Now when I go to efile the state, it tells me that I cannot do so because they both needed to be filed at the same time. Is there a way to efile the state thru Turbo Tax at this point?

Who told you that they both needed to be filed at the same time? TurboTax? When? During the e-filing process?
Please see this TurboTax FAQ to see if something pops out at you.
I am experiencing the same problem. I had to wait for an Arkansas tax return form to be released before I could file. I filed my federal in the meantime and it has been accepted. Now the Arkansas tax return form has been released but Turbo Tax is telling me the only way to e-file the Arkansas return is if I do it at the same time as the federal. So Turbo Tax will not e-file my Arkansas return.
I need to know the same thing.
This help article about filing the state after the federal was updated earlier this year.
Although you can e-file your federal and state taxes together, if you choose to e-file your federal first, you'll have to wait until that return has been accepted before you can e-file your state.
If your federal hasn't been accepted, or you printed and mailed it, you won't be able to e-file your state, but you can print and mail a paper return.
