After doing the MOCK taxes: unable to file the state as MUST FILE FED BEFORE FILING STATE. So with all this work still no help.
Yes, those NY returns must be paper filed. Some states are required to be filed with the federal electronically; otherwise, they must be mailed. In your case, being NY and separate from the federal, they will be mailed.
I will file a joint return for federal purposes but I have to file a part year resident return in Virginia - I moved out of Virginia to Nevada on 6/1/2019. My spouse is a NV resident for all of 2019 so she does not have to file any state return. I have followed the instructions of setting up a separate VA return. Can I submit this part year resident VA electronically or do I have to mail it as a hard copy etc.

You should be able to file your part year return electronically, no need to mail unless you have a special situation. The program will tell you when you reach the FILE screen if you are not eligible in step 3. Most returns are eligible to e-file.
