How do i include 2016 fed which i filed on time using turbo when i am working on state for 2016 using turbo software I purchased ?

Simply add the state to the already filed Federal tax and print the state for filing.   TT will print all the necessary forms and a copy of the Federal to send to the state.    Most all of the state information flows from the Federal so you must start with the original Federal as filed.

Turbo software did not include fed 2016 data needed to finish state return.Turbo shows no fed income .Turbo has my complete fed with income.Turbo did not use information from fed return.

How did you file the original 2016 Federal tax return?   If you used the CD/download 2016 software on your computer then you start with the .tax2016 data file that should be on your computer.  If you used TurboTax online, you download the .tax2016 data file from your online account and start with that.     If you filed with another provider then the best way is to use that provider to add the state to the Federal already filed - to use TurboTax without the .tax2016 data file containing the original Federal you must first reproduce the Federal *exactly* as it was filed in  the 2016 software and then add a state to that.   

Almost all of the state information comes from the Federal interview and forms so the Federal must exist before the state can even be started.  CA also requires a copy of the Federal to be submitted with the state.
