Federal and State e-files rejected

Both Fed and WI e-files rejected because spouse AGI did not match IRS database.  Downloaded Fed 2018 married joint return transcript, AGI is correct.  Called IRS support, confirmed that it was not an AGI problem.  Told it was probably a spouse SS# matching error since my wife died in 2019.  Told to paper file, which I did on 2/21/20.

How do I get my master card credited for the $19.99 state e-file that was never completed on 2/20/20?

Turns out that TT customer service refuses to refund state e-file fees for unsuccessful transmissions.  So I have decided that I don't really need TT anymore.
