Erroneous DC FR-147 request is prevening DC e-filling

Turbotax is erroneously instructing me to file a DC FR-147 to claim a refund following my wife's passing and refusing to file the DC D40 electronically. All DC withholding was paid on my 1099, and my wife had income from joint investment accounts but paid NO DC withholding; this information appears on the TT worksheet. The DC Tax customer service office says Turbotax instructions are incorrect. Can I suppress the the request to file a DC FR-147 so that I can file DC taxes electronically?
