Downloading State e file

I paid for the State E file on Jan 25th but got Error 42016 stating it could not connect to the undate site It said to try again I have tried many times with no success. The only place it takes me is to pay again. How do I get past this and get it done

After trying all the different suggestions online, (including uninstall and install, verify your intuit account) call the customer services at [phone number removed].  Allow session sharing, customer service rep was able to create an order to send you a link to download state turbo tax purchase.  Whew!!!
