Does TT Premier (CD Version) provide a free non-resident state along with Federal and resident state?

Purchased CD windows version 2021 TT Premier on Amazon $55.84.  Completed Federal and then resident state Indiana. Did non resident state Kentucky with its K-1 rental income last (no other KY income).  When proceeding to do Kentucky non resident, TT required me to download an "additional state" at $40 plus tax!  I expected that KY non resident would be included in the TT Premier purchase.  NOTE - I e-file Federal and mail  Indiana and Kentucky through USPS.  Would TT Premier have allowed/included a free non resident Kentucky return if I had done KY first after my Federal?  I saw few comments on this forum stating to make sure to do non resident state first after federal, and save resident state for last.  Did I have to spend the extra $40 for Kentucky?

No, TurboTax Premier does not include more than one state download. TurboTax Premier with State comes with one state download in which you can prepare and print unlimited returns for one state at no extra cost. Each additional state would be at the current promotional rate of $40.
