It depends. Since you are both Texas residents because of MSRRA, neither of your income is taxable to any state where you are stationed. Please see this FAQ with more information on this: https://ttlc.intuit.com/replies/3302300
Ordinarily, because of this, it would not be necessary to file a Montana return at all if no Montana tax is withheld. (In TurboTax, you would enter no to the questions if you live and work in Montana, as you are not considered to live or work in Montana when you are stationed there). However, since your wife did (apparently) have MT tax withheld, she will want to file a MT return with zero income to have these taxes returned to her. She will also want to mention to her employers about her residency so that Montana taxes are not taken out going forward.
