Do I need to file IRS Form 83(b) election with my California State Tax returns?

I am not aware, and was not able to find, any requirement to file an 83(b) election with California tax returns. In addition, the IRS has eliminated the requirement to attach a copy of the 83(b) election to the recipient’s tax return for property received on or after January 1, 2015.
