A person who moved into or out of Tennessee during the year and whose taxable interest and dividend income during the period of Tennessee residency exceeded $1,250 ($2,500 if married filing jointly) is required to file a TN "Hall tax" return.
If you did not have that much interest & dividend income, there is no form to submit. Just don't activate (and pay for) the TN program.
Only the taxable income received during the period of legal domicile in Tennessee is
required to be reported on the return. Income
received during the period of legal domicile in another state may be reported on Schedule B on the
back of the return, but is not taxed.

I wouldn't pay TurboTax $40. The form is simple enough to do by hand or at the web site

Side note: In 2018, the Hall income tax rate is 3%. 2019, it'll be 2%, By 2020, just 1%. And beginning on Jan. 1, 2021, it'll be completely phased out, allowing residents to keep all of their interest and dividend income.
