I live in PA, but I received unemployment from DC in 2020. I did not live or work in DC in 2020. Do I need to file a state return for DC as well as PA? Turbo tax is prompting me to file non-resident for DC, but no state taxes were withheld from my unemployment, and the attestation question asks about wages. PA does not tax unemployment. If I say yes I received income from another state on the PA form, it asks me the amount I paid in taxes to apply for a credit, but I don't know the amount.... Caught in a loops and not sure where to begin!

Since no tax was withheld, there is no return to file. You only need to file a DC return if one of the situations found here applies.

No. You do not have to file a DC return. Nonresidents are non-taxable in DC. Nonresidents who erroneously had DC income tax withheld or made DC estimated tax payments may file Form D-40B to request a refund. However, since no tax was withheld, you do not need to file a return.
