My wife and I are life long Ohio residents. In 2015, my wife worked in both Ohio and West Virginia. I understand West Virginia is a reciprocal state. Turbo Tax prompted me to pay for, download and fill out a WV State return. I have not gotten through it successfully! I answer the questions, it tells me based on the answers I am eligible for the WV IT-140NRS (Special Non-Resident) return because we did not have any other income in WV other than her wages. When TT Checks the return, it says "special non resident box should not be checked. you are not eligible to file IT-140NRS" I didn't check the box, I just answered the question... Do I even need to file WV at all?

No. In the personal info section, when it asks if you made money in another state, answer no, per the reciprocal state instructions, on that page. If you answered yes, that's what prompted TT to generate a WV return.
Ohio does have a reciprocal agreement, on wages, with all neighboring states. No state taxes are withheld or due and you do not normally need to file a return for the other state (MI, PA, KY, WV, IN). But OH will tax you on your other state income.
