Do I add my state and local sales tax rate numbers together?

TurboTax is asking for the total state and local sales tax rate-1. I have the two numbers but I dont know if I am supposed to add them together.

Your state and local sales tax rate should be the total of the two numbers.

What rate do you pay on local purchases? In most states, there is a base rate that is the state sales tax rate. Then different counties have special tax rate add-ons for improvements, roads, etc.
