As you probably know, a state tax refund is reportable as income on the federal return ONLY if it was part of your Itemized Deductions the year before.
HOWEVER, even if your Delaware tax refund is reportable as income on your federal return in 2019, this refund is NOT income in Delaware for 2019. Please see the Instructions for line 36 on page 10.
So in the normal case, your Delaware tax refund is not reportable as income on your next year's Delaware return.
