DE State Tax Stuck at We Need to Make One More Check

I am using TurboTax Business Windows to file Delaware state tax return. However, once I click on the Transmit button, it always redirect to a screen that reads "We need to make one more check" and force me to review the DE tax.

During the review, there is no obvious indicators to what might have been wrong in my DE tax that prevented the submission. The only potential issue is for CIT-TAX p1 line 8 Apportionment percentage is showing 100% in red with a message on the screen that reads "Apportionment percentage the amount on line 8 must equal Schedule 3, line 3. Do not override this field". I did not override the field and my previous year tax return also has this at 100% so I am not sure if this is the issue even though this shows in red.

Does anyone know what the issue is before I request a refund from TurboTax and just do this e-file with DE in other ways?
