Although unemployment insurance income may come from another state, it is only taxable to the state you were living in at the time you received it. However, if you want to recover the CT taxes that were withheld you will have to file a CT return.
I should have mentioned I never lived in CT. In 2020 I worked in CT and received wages. In 2021 it was only the unemployment that I received.
I assume your answer would be the same.

File a nonresident CT return to recover taxes withheld, enter 0 on the screen that asks for the amount of income earned in that state. This will eliminate your tax liability for that state, resulting in a full refund.
