In my file by mail instructions for 2019 CA Tax Return says that I have to attach a copy of my federal return. Should I include my 1040 to CA tax return?

The 2019 540 Forms and Instructions Personal Income Tax Booklet does not specify that your attached federal return needs to be signed.

The informational instructions, Tax Summaries, and anything called a Worksheet does not.

The attached forms per CA Tax instructions such as 1099s, 592-B and 593 should be originals or copies?

How about 1099-G? On the Report of State Income Tax Refund is the statement do not attach with my Tax Return.

The instructions don’t specify original 1099s, 592-B or 593, but the language “Attach all the Form(s) W-2 and W-2G you received to the lower front of your tax return. Also, attach any Forms(s) 1099, 592-B, and 593 showing California income tax withheld” suggests originals, rather than copies.
There’s no indication that Form 1099-G needs to be attached.
