In addition, this Colorado Department of Revenue website states:
A TABOR income tax rate reduction results in either a larger refund, if the taxpayer over-withheld, or a smaller bill, if the taxpayer did not withhold enough or make enough estimated tax payments that year. The refund amount is different for each taxpayer, based on their unique income tax situation.
Sorry, it's not actually a check-box but a line (33). Here's the CO return downloaded from Turbotax:

The "Full-Year" resident box is checked on Turbotax's side but not on the Depart of Revenue side. All the other numbers look the same. I don't know if it's a miscommunication between the two systems or a glitch on the CO DR side, but as it stands, they think I owe money instead of getting a refund.
I am having the same issue. TurboTax said I was getting a refund including 468.00 for the sales tax refund. When I look at revenue online the 468 is not showing. Have struggled to get though to Dept of Revenue on the phone.
@ihuang did you get yours corrected?
The correct amount of refund ended up showing up in my account, so the number on Revenue Online was just a false alarm.
