Cannot view, print, or save Washington state return

Shows Federal Return and Washington return accepted (from e-file).

Federal save works.

Washington Save as PDF shows 

   Your Washington return(s) is currently unavailable to view, print, or download because some of the forms haven't been finalized yet.  

   Notify me when forms are ready. (link to Sign up for email notification) gives error:

      Unable to load messageid No forms or products have been specified. Please close the window and try again. for en_US

Trying to print individual forms from Forms view gives me the same error.

Why can't I save/print the Washington return?
