Can't E-File my NY state returns. Is it because i am early and NY hasnt finalized forms?

Nope, still not yet. I’m giving it till Monday and I will mail it.

Yes, many of the NY tax forms are still not available for e-file.  To check forms availability, click here: NY state forms ( unsupported)  You might just print them out and paper file.  

Generally, you must file a New York State income tax return if you're a New York State resident and are required to file a federal return.
