Billing refund on state efile charge

I paid the $20 state fee to efile state return.  After paying confirmation, TurboTax stated my state return could not be filed because MN would not accept file since a $1 penalty was on Form M15 of the Minnesota return.  Prior check of both federal and state returns showed no errors.  Minnesota state return must be filed by paper.

can i get a refund for the state tax efile fee if the state tax was not accepted due to errors in the federal return. I paid the fee of 25.00 but i have to mail both returns
