I incorrectly entered 2102 for the school district (which is a taxing school district) and so was charged $1142. I actually live in school district 2103, a non-taxing school district, for which the tax would have $0. If I try to amend my Ohio return in TurboTax and ask to include a SD 100, the program will not let me enter 2103 or file and amended SD 100 because 2103 is a non-taxing district.
If I go to the Ohio Tax Division, they have their own form for amending SD 100, but it is no compatible with TurboTax. There seems to be no way to electronically file an amended Ohio SD 100. They warn that filing by paper could end up taking months to review.
I feel backed into a corner and don't know what to do.

If you live in a non-taxable district, you do not need a SD-100 and TurboTax will give you an error if you try to enter a non-taxable school district code that does not assess tax. You should delete this form from your return once you elect to amend your Ohio state return. Removing the form should remove the $1,142 in incorrect school district taxes paid.

In addition, you will need to file an amended SD-100 since you made changes to the form you originally filed. All Ohio amendments are filed by mail. Once you fix the tax calculation and remove the SD-100 on your amended return, you can print out your amended Ohio IT 1040 from TurboTax and attach the amended SD-100, which will reflect your actual school district. Per the State of Ohio, you should submit any and all documents you believe support your change in residency status from one school district to another. You cannot efile an amended SD100, from TurboTax. If you prepare it in TT, you have to print and mail it. You may (I don't know) be able to "I-file" at ODT web site.
