Adjusted gross income (IT-201 or IT-203, line 19a) from spouse’s return. What does this mean?

201 (resident) and 203 (nonresident) are the different residency forms. Your spouse was either a resident or not. It is asking for the federal adjusted gross income. Look at your tax forms and locate the correct form 201 or 203. Look at line 19a for the income to enter.
