I am trying to file a tax return where the foreign income exclusion will be claimed.
TurboTax correctly indicates I do not need to file a state tax return because all income is foreign source and below the exclusion amount.
But I need to file a return to get a refund of state tax withholding that was mistakenly withheld.
How can I bypass the software's limitation so as to be able to complete a state tax return and claim the refund?

I have been able to resolve my issues by filing amended returns at both the federal and state level.
