I owe Idaho and Idaho takes my state return every year. Can Idaho take any of my federal if I combine state and federal?

Not sure what you mean by "combine state and federal". You cannot combine them. Federal and state tax returns are completely separate from each other, and are processed by two completely separate authorities. If you owe ID state taxes,, then they will seize your refund until the debt is paid in full.
