2023 Amend Not Working for a Second State

I needed to amend my 2023 taxes because additional information had to be added to Schedule E.  My original filing covered Federal and two states (OR and GA).  I chose "Amend a Filed Return" and saw that the Federal and OR refund amounts zero out at expected.  However, GA did not zero out.  I completed the Schedule E updates and looked at the filing instructions.  Both Federal and OR instructions had the header "Amended Tax Return" as expected.  However, GA did not.  I looked at the GA filing more closely and it is definitely not treating the update as an Amended return.   

Any thoughts on how to correct this? 

I'm using the desktop version and confirmed that all updates have been applied.  I've already tried re-install of the application.
