Last year I was able to use Quick Employer Forms in 2019 and 2020 to issue 1099-MISC and 1099-INT, as I purchased online TURBOTAX online self-employed tax.
This year (2021), I purchased the same online TurboTax self-employed, but I was unable to use Quick Employer forms. The website shows that "To continue with unlimited access to TurboTax Quick Employer Forms, you must be using 2020 TurboTax Business or 2020 TurboTax Home & Business software products". TurboTax self-employed is the online version of Home&Business, I believe. So why I have no access to Quick Employer Forms?

Follow these directions if you're OK with paper-filing your W-2 or 1099-MISC forms. If you want to e-file these forms, use Quick Employer Forms instead.
Note: TurboTax Home & Business for Mac doesn't support the filing of W-2 and 1099 forms.
The article that is quoted above from How to prepare 1099Misc & W2 Forms leaves out some parts and doesn't explain it well

Do you have Windows or Mac Home & Business?
In the Windows Home & Business Desktop program or the separate Business program you can prepare W2 & 1099 on your computer using the built in W2/1099 Reporter or online using the Quick Employer Forms. If you do them on your computer you have to mail the forms to the IRS yourself.
In the Mac Home & Business Desktop version you only can use the Quick Employer Forms. The forms are efiled to the IRS and you print and mail them to your contractors and employees. At the bottom of the Welcome to Turbo Tax screen it should say Create 1099s for Contractors and W2s for Employees.
To access Quick Employer Forms from your 2021 Self-Employed Online TurboTax account:
Sign into your TurboTax account - you will land on the Tax Home page.
Scroll all the way down to Your Account - click the caret to expand
Click on Create W-2s and 1099s
This should take you to the Quick Employer website and you should be able to access your previous years' forms and create forms for 2021.
I own 2021 Home & Business desktop. When I click on the link for Employer Quick Forms, it says "To continue with unlimited access to TurboTax Quick Employer Forms, you must be using 2021 TurboTax Business or 2021 TurboTax Home & Business software products, which can be purchased here."
I already own it! When I try to log in, it takes me to this same page!!
@LenaH When I click on the link, it takes me to a splash screen saying "Welcome, we're glad you're here!". The lower left link is for "Intuit Account" (just above sign out). It does not say "Your Account" nor includes mention of creating 1099s.
Try going to Quick Employer Forms from TurboTax Online instead of the desktop version. Use this link to sign into TurboTax. Use the same account ID as your Quick Employer Forms account. You may need to click through a few intro screens, but choose the product Self-Employed Online. You do not need to enter anything more than your first name. Once you get to the Tax Home page, you will be able to access the same Quick Employer Forms account you have used in the past. @iagt
